For some reason I didn't get any "Welcome Wagon" anymore even with a new save file created (I try to see if it was just one save, but not). I don't have all the packs of The Sims 4 and yes, I do use some mods but I didn't think that it has something to do it because even when I play on Playstation, I didn't have "Welcome Wagon" either.

I did managed to get a welcome wagon after testing from different world - Willow Greek, San myshuno, Strangerville and Windenburg.
However, the welcome wagon was delayed, I've played this game long enough to notice that normally welcome wagon will usually take place within a few in-game hours when you start a new game but base on my testing now it was delayed to 4-ish noon.
Also please take note that if your sim travel out of the residential lot within these timing, you will not get a welcome wagon on the day itself, the welcome wagon will only happen the next day around 4-ish noon if your sim stays in the lot.
I'm having the same issue. I've check multiple saves (both modded and not), and tried with a new save. I've tested San Myshuno, San Sequoia, Sulani, Tartosa, and Brightchester. I do have all of the packs/kits.
