[NCQE] Discovery Quest: Wooden Throne doesn't count as toilet

In the Navigating Needs Discovery Quest, the Use a Toilet task isn't satisfied by using a Wooden Throne from one of the events. I haven't checked to see if the Unassuming Public Bathrooms (which, like the Wooden Throne are listed among the toilets in Build/Buy) count as toilets for this task.
