[XB/PS] Can't Claim event rewards/Connect to gallery/No Gallery

Is anyone else having issues with not being able to access the gallery and settings resetting? I've tried everything to fix it. Made sure my EA and PSN is linked, tried restoring the license, i even deleted all saved data and uninstalled/reinstalled and it still isn't letting me access the gallery.
