It's happening in all saves on all lots for me.

Just realized this Sim has the neat trait. I've never played with that before and I'm guessing that's probably responsible?
Community ManagerYes, with the Neat trait, your Sim will have the option to clean items that aren't visibly dirty- they'll want to clean everything all the time.
