Uninstall Origin by using Revo (free version) - it will be clean all traces of Origin from your computer

and install again

If it will not work could you post your Computer's DxDiag?

I also downloaded simcity to try it out and see if it was just an issue with the sims but simcity started to launch and is now just hanging. It's just frozen.

Your card graphics drivers are up to date but you have many reported errors
Run an SFC/scannow to repair your system

Sorry. I studied your DXdiag a little too long. I have a question besides what I wrote above. Do you have a phone connected to the PC?
Because there is a Fastboot option error reported many times? No worries. I do not have a phone connected to the PC.
Okay so Windows was definitely not updating. I have resolved that and am now running the sfc scan
Forgot to update the dxdiag incase that helps
Updated windows and ran the SFC scan which found and repaired corrupter files. The 2nd DxDiag is from after those were completed.

If you have the sound program Nahimic 2 from MSI installed, disable or uninstall it.
Before opening Origin, close out your Download Management software like Internet Download Manager, Download Accelerator Plus or similar.
Make sure that you run Origin and the game as an administrator. (Set the desktop icons to run Sim4.exe and Origin.exe as administrator)
You can tray also in Origin Library right-click Sim4 icon, option: Game Properties, check the box that says "Disable Origin In-game"
If that still does not help, please run a Clean Boot as this will help with stopping any other programs from interfering

Disable the FastBoot app to see whether it helps. (MSI software)
