@awildcat16  Try clearing the App's cache:

and restarting your computer.

If that doesn't help, try redownloading Sims 4 to the same location as you used before, where the game's program files should still be.  The App may simply verify the presence of the data and finish the install process rather than downloading everything from scratch.
