This last statement is inaccurate and I’m the proof of that. Got my heirloom last December and I have my account set to Belgium since season 4.

Here’s how the Belgium account works. The only difference are the following:
1. The premium Battlepass ($10) gives you crafting metals instead of regular apex packs. HOWEVER, the free battlepass will still give you regular apex packs. Again, it’s only the premium BP apex packs will be converted to crafting metals.
2. You can’t buy apex packs. The mere fact that you stated you bought packs means you’re not on a Belgian account.
The correcting the misconceptions, Belgian accounts still can receive FREE apex packs from events and the free version of the battlepass. The apex packs also don’t have any difference with non-Belgian accounts. You get the same amount of chance of getting heirloom shards. It’s rare for Belgian accounts to get heirloom shards since they get less apex packs from the battlepass and they can’t buy them.
You got shards since most likely you already bought a lot of stuff. If the randomizer from the apex pack you opened gives you the same item that you already have, it replaces it with crafting metals according to rarity/color of that item.
Why do I set my account to Belgium? The premium battle pass gives me 2500 crafting metals which means I get to pick and choose 1 skin from the collection event every season for “free”. So my $10 BP contains all the BP stuff + 1 collection event skin.
Hope this clears things up. I know this whole apex pack thing is really confusing.
