No NPCs/Townies

Hello!

I started playing about 3 months ago, I have all expansions and packs (Windows 10).

I read an article about TS4 having random townies/NPCs and I realised that I have been playing the game all this time without seeing any of them. It's only premade Sims from the various worlds everywhere I Travel: manning the stands at fairs, serving drinks as Mixologists etc. The only random Sims I get are the ones from Services (pizza, butler etc.)

I tried the solution suggested here, even though I play with no Mods. I even moved the entire Sims 4 folder from Documents to Desktop, in case it was a corrupted save, but nada.

Is there perhaps a game option that is supposed to be checked/unchecked?

If nothing else works (and from Googling this, it doesn't seem to be a very common issue), should I just reinstall all games?

    @psofia666 If you check your household manager, do you have random Sims there ? Random Sims are usually generated if the game needs new ones. Premades can be used for the roles and stuff so maybe the game just doesn't need any specific new ones ?

    Are the lots you visit empty of people or just the premade ones ? With all the packs, that's a lot of premades already.
