It seems like your sims stuck in the childhood phase loud. Have you played this sim as he was teenager while he had the loud phase? If you rotate away or aging your sims up in a phase the phase can stick forever with the sim.

You can only get rid of this phase if you kill the sim and resurrect or create an identical twin and delete the old sim.  (Vanilla way without to disable the achievement system)
