If you're asking if you need an online subscription or membership to access online features for The Sims 4, that depends on what platform you play on. 

If you play on PC or Mac, you do not need any type of membership to access the online features- you only need a stable internet connection.

If you're playing on console, you would need either Xbox Live or a PlayStation Plus membership to access the online features for the game, as well as an internet connection.
