...I think it doesn't matter if there is a NAP active or not.
If you have other packs with food stalls you can add your own but yes you have to pay for the vendor as you've mentioned. I do this anyway with Eco Living because I like the appearance of the cute little stalls...but, ewww they sell bugs! I mean, ewww.
So I add the stalls from Discover University as I think they fit in better. I leave the Eco Living stalls there but I add a more palatable option next to them. If Sims wish to eat crickets then who am I to judge but I'll gladly pay the staffing fee so my Sim can grab something without added creepy crawlies! 🦗🥙
I prefer the way that the Seasons/Cat's and Dogs Food Stalls work, for the reason that you've mentioned there. They are randomly placed on open spaces so you don't have to load the lot up to use them. They are just on streets or patches of land.

As for the NAPs, I think you're right. I enacted modern development and green environment (or what it's called) and while the neighborhood at Conifer Station looked better, there were no food stalls. - OkayLazySim3 years agoSeasoned Adventurer@simsplayer818 haha yeah I get what you mean. The stall from Eco Living really looks cute, but the bugs are something else.
I don't own DU, but I often use the stalls from City Living on community lots (even residential ones) so my sims can learn all those different dishes.. Thank you for your reply I'm glad I'm not alone with this one hehe
