@Sniffles909090  Yes, you can buy a Sims 4 pack from a third party, although it's best to only buy from approved vendors:

Unauthorized sellers can provide bad keys that either don't work at all or are revoked later.

When you buy from a third party, you typically receive a product code that you can register with EA, for example in the EA App.  When the code works, the pack then appears in your library just as if you'd bought it directly from EA.  The exceptions are when you're required to link your EA account to your account with the seller in order to use the product, but you should see that in the fine print before you spend any money.  It doesn't apply to GameStop.
