@crinrict One section of a platform with stairs still did not show the railing. Most of the stair and platform rails were working properly except for one small section.
@SheriGR asked me to take a look at your fence issue too. What I found was that you can raise that center platform 1 click which wipes at the center stairs. But if you delete the 2 wall sections you have behind the stairs, the stairs will place again, and the fence will show. The upper stairs will be 4 steps instead of 5 which gives enough room for the fence. And if you raise the lower platform 1 click, you end up with all 3 stairs with 4 steps.
@anneemchughes That missing piece needs fencing, not railing. Please try adding a section of the same fencing that's on the rest of that landing area... or are you having an issue with it not staying when you do so? (Actually... like what you did on the stair landing area below that one.)
Edit... Actually, as I look more at the surrounding area, if the above doesn't work (which was based on my assumption in what I normally would do on a stair landing/area adjoining a stairway railing)... I'm wondering if there may different factors coming into play on your lot in this area, as it appears you are using terrain tools/height and possibly platforms? This may or may not effect the normal application of the fencing on the 'landing'. So... if adding fencing there doesn't work for you, perhaps you could share the lot to the gallery so I could have a look?
I used platforms but no terrain tools. I tried to add the fence in the upper platform, as in the platform below it. It just won't take. But I uploaded it again with the title SheriGR Fence Issue. Thank you for checking on this. Maybe it's something I did wrong.
@anneemchughes Thank you for uploading the lot. I also found that the first tile would not keep the fencing with stairs placed on that middle platform. It was not the stair rails that were the issue, as far as I can see, but rather that the fencing would delete from the platform on that tile. I tried a number of experiments, and had limited luck. A few guesses at some of the factors that may be causing fencing to be temperamental in that area are 1) Platforms are inherently a bit fidgety in this game in some situations, so that's always good to keep in mind, and 2) @CGrant56 @ mentioned to me that fencing can be temperamental if covering an area that is less than a full tile, and that space between the base fo the stairs and the next section of fencing is a little under a full tile in width. Of course, there can be a number of factors in play here.
Not sure if this is of any help at all, but I did find a combination of stairs and foundation landings that did come together in a bit of a workaround considering what I assumed were your goals of having a middle landing and having railing and fencing down the stairway. There is one post on the fencing that doesn't want to appear for me, but otherwise I thought the layout may provide a few possible workaround optional ideas for you. Sorry the fencing is not cooperating with your goals! I hope this helps in some small way. (Note: I did sledgehammer the solid area underneath the top set of stairs, though if you keep the column there you probably won't want to delete that solid area... I did that before adding back in your column.)
Thank you, @SheriGR that workaround looks good. I appreciate the time you put into this for me. Bless you! I hope you have a wonderful holiday season. As for me and my house, we celebrate traditional Christmas with Jesus. 😃 ⭐

@anneemchughes Thank you so much for your kind words! I hope it's helpful for you if you want an alternative. I am a Christian as well, and we were excited to get out the Advent wreath this week! I also hope you have a blessed Christmas! ❤️
@CGrant56 Thank you for taking a look! I did see the wall behind the stairs and deleted it, but I must not have tested that with the right combo of clicks up and down on the platforms. Great catch! 🙌
