Allow a Legend to cut down zip lines

@Professor_Doggy I would prefer a legend that could maybe electrify ziplines (doors, loot boxes and other items too). I think cutting down ziplines would be too OP because a team could get the high ground with no way up. Other teams being able to use the zipline is sort of a balance.
@PJBurrows1991 I would allocate that idea to watson, attaching a pylon to the zip.
