It could do the trick, with a legendary rarity so that it is not that easy to find, but then I think it would give too much advantage to the player who has this attachment.
It is not like the turbocharger on the Devotion which helps a lot but does not create a huge difference like it would with a speedloader attachment on the Wingman.
Yeah, making things "more rare" doesn't do anything for balance. It just reduces the number of people with an OP item. And that, tbh, makes it even worse. At least right now, if I wan't to go full noob mode, I can grab a wingman and/or peacekeeper. Increasing rarity would take that last vestige of equality from us.
