It just means you have to have a brain when to or not to use abilities. Its the same with most "AOE" abilities in this game, it can interact with both teammates and enemies with the advantage that you never can hurt a teammate.
The only exceptions to this rule that I can think of are Watsons fences and Revenants silence grenade, which both ONLY affects enemies which I think is a step in the wrong direction tbh. I like the fundamental idea that aoe-abilities are double edged blades.
