There is no counter to his speed as the whole game gimmick is how to move quickly.
He has a great movement speed boost on demand with no real drawback and is practically immune to CC (Arc Star / Caustic Gas) while on Stim.
He is basically same cancer of a class Stim was in Titanfall 2, but with no cooldown on it this time.
I repeat, there is no counter to him in any way or form in current state of a game unless Pathfinder manages to catch him with his Grapple.
Being a better shot is how you counter anybody with a speed boost. Bangalore gets a speed boost when you get shot at, you don't even have to be hit. Bloodhound has the same movespeed boost for 35 or 40 seconds, doesn't have to weigh spending 10 life every 8 seconds, and doesn't lose the speed if you decide you don't want it anymore. The answer is quite literally just getting better at the game which will come with more experience fighting someone moving fast all the time.
You pretend this game does not have absolutely garnage netcode which makes it annoyig for any speed boosted hero.
