The shield does work indeed - but it can be shot over/under/around as it doesn't cover 100% of your body.
More present with bigger characters (Giblartar, Caustic, Pathfinder). While downed aiming at enemy gun usually increases chances of deflecting incoming bullets at it maximizes the shield covering sphere.
@Villent_58There are cases where they don't work. I've finished a Wraith with one Longbow shot whilst aming at the middle of the knockdown shield (head).
My suspicion is that on some chars the the headhitbox pokes through the shield.
