Legend Balance Ideas

Doesn't really matter which legends.

Just throw out ideas to raise up underpowered legends and iron down overpowered ones

- add 7 second cooldown to lifeline's passive

- lower octane's jumppad cooldown to 50 seconds or raise the health regen to 1hp/s and he'll be perfect

- give pathfinder an actual passive. for example allow him to reuse Survey Beacons to temporarily reveal enemy locations on the map within 300m or something like with the map room.

- now this one will be controversial but disallow wraith from using phase shift while placing portal. she's still going to have that 100% pickrate in comp because she is the BEST rotator and can safely reposition her entire team to a new location.

also it would be really cool to see them implement for Class Passives like they've done with recon

perhaps something like

- allow all support characters to open "lifeline" bins, basically just extending it to loba.

- allow all defensive legends to carry two pheonix kits per inventory slot

- allow all offensive legends to carry two frag grenades per inventory slot. This would not extend to thermites or arc stars.
