Octane Buff - Double Stim

Octane needs a buff, hes just not quick enough and when using the stim his reload seems to glitch, not sure if these was intentional, if so it's pretty dumb. Sometimes using the stim it seems like other players are moving not much slower than him.

First, I like the launch pad time reduction, much needed, as this is not a very strong ultimate and every legend can use the pad and you can shoot him pretty easily in the air.  

*Suggestion 1: Would like to see him a lot faster, I would increase his stim up by 5-10% and increase the time it stays in by a couple seconds. 

*Suggestion 2: I also think it would be super cool if he could pop two stims, I realize this would be crazy fast, so I would make it so he has to put his gun away, sticking in the second stim on right side of his chest where the gun is,  if he pulls out his gun the stim on his right falls out.  How cool would this be and he can't engage moving that fast.  

*Suggestion 3: I would reduce the healing time to 1 health every second, 1 every 2 seconds is basically pointless in a fight and only regenerates 30HP every minute! ONE SHOT, with a G7. 

*Suggestion 4: Lastly, I think his reload should be like 20% faster than other legends but could do with out if I got the other BUFFS!
