Because if you updated, then yes, the changes did take effect.
The Stim removes all slowing effects at the moment you activate it. You can still be slowed afterwards if you get hit by whatever it is.
The extra 10% kicks in when you’re sprinting. It’s also kind of hard to notice, but it’s there.

@Sir_Named I see all the changes in the legends and the event, and I tested everything, but in Octane, the only thing that has changed is that he can jump twice on the hopper.
