I'm from EU and I’m playing on EU servers. I feel like the community is really nice and friendly in this region, sorry to hear you’re having a different experience.
Just because someone is nice and friendly doesn't explain the cheating problem. I'm glad you're among the people who have had positive experiences with this server. I believe (and I know quite a few who share my opinion) that this server has a huge problem in this regard (it's not about whether someone is nice or not).
Besides, as you said, you mainly play on console, so that might also influence your opinion. I only play on PC, and only in that narrow, sweaty skill distribution.
