Blocking in-game will not result in them being muted, you'll have to do this manually in-game.

If they reach out to you via other platforms (e.c PSN, Discord, etc) then it's pretty much out of the hands for the devs to make any changes to this.

You can still block them on PSN and so forth to make sure that they won't reach out to you.
