Reintroduce backpacks and kraber in the game

Since season 9 it's really hard to get a backpack and kraber in the game while searching many bins and buildings I can't find a backpack and searching many care packages it's always a prowler or a triple take most of the time. Since you added triple take in care package kraber spawn is almost 0% . Please fix thsee 2 issues
