Nice post.
I main Vantage. With that being said what you suggest with the bat tac jump would be reverting her back to her original state. In actuality I like the current form better. You can still set up the bat for a future jump and or use it for an immediate jump. this added more utility to a very much unused legend making her more viable and more on par with other Legends regarding movement.
Here Ultimate is however a bit underwhelming and could use a bit of a damage increase as you suggested.

I understand your point, but Vantage has animations for moving the bat. Which are now completely buried because there is no need to manage the bat at all.
I think removing the instant-jumping would make her more complicated to play and thus would increase the skill ceiling on her. As well as making her much more unique from all other instant-escape-abilities like Pathfinder grapple, which has too many similarities with Vantage's bat jump currently in my opinion.
