Weapon buffs and nerfs

@Genzz85 I gotta say I don’t have much feedback except on the energy weapons. They ate this game’s rocket luncher. They don’t even fit well, already have too many rounds compared to round per second capability and should just be care package drops if anything. Having assault weapons on full auto fail to compare to the dps of a havoc and Lstar is ridiculous, which essentially just comes down to stock round capacity off the bat. The weapons are extremely forgiving and need nothing more than a swift removal. But, opinions opinion...
