The balance between fast-firing and high DPS weapons, and slow-firing and high single-hit damage is broken in most games. Slow-firing weapons have a tendency to have lower DPS. That obviously impacts the overall fight when you account every bullet hitting. And on top of that, slower firing weapons are more punishing when you miss a shot. So not just do you have an added challenge to an already slower firing weapon, you also sacrifice overall DPS for it.
Generally I would like to say weapons such as the Wingman, G7 Scout and most snipers require a viability buff. But I know the answer to that already.
