The blog post is meant to inform, like mentioned previously, it's not an instant update.
This is something they're still working on, so I don't see why you think this is a lie.
In a response to these weird matchups they've released a statement that such behaviour was normal in a certain time period due to them testing something in relation with the matchmaking. What we're currently seeing could be an extension of that or another prototype they're testing.
Don't see how it's rigged.
I've had quite the experience with Overwatch a long time back, players kept complaining it was rigged this and that.
Most of the times it was functioning more than fine, though seems like it sometimes operated outside the margin of error.
Now Apex is a really different game, so matchmaking systems cannot be detected.
From my perspective the matchmaking system in used right as of now seems to be quite outdated, though it's far from "rigging" matches.
If they're rigging the matchmaking then matchmaking in a lot of cases would've shown to be quite normal, yet it looks outdated.
Just because they're behind and it isn't functioning properly doesn't mean it's rigged, this isn't intentionally bad.
