Why do white helmets still spawn?

Why exactly do we still have white helmets in the spawn pool? I mean, we appear with them and it's not like we can swap them for any reason - they don't break. White armor makes sense, white helmets ...

@Nino_Z They should replace these white helmets with white backpacks, so my entire team doesn't need to say "I need a backpack" after looting several buildings.
