Why is Octane useless

Ok i can't be the only person who thinks this but have the devs forgot about Octane? I love him as a character he's my favorite but i just cant play him. He's supposed to be the fastest legend but characters outside of the skirmisher class can out-pace him his stim damage is way to high and basically any character can have his tac if they have a skirmisher on their team. He doesn't need to be meta just viable. its been over a year since he had any changes. Octane is just horrible fix my boy please.
