they drop then stand there punching the air. smoke. and ult. sometimes running for a short distance.
and theres a pack of gibraltars landing as a group and punching when you get close to them.
the bots usually have long names with randomized order of the letters and numbers.
This reminds me, I walked right past a Bangalore just standing still on the map last week, as if it had been abandoned by the player since it didn't react to me and stood still. This must be a widespread issue, like the other person said, some kind of way they farm experience.
I'm new to this game so I wasn't sure why this would happen, but now that the other poster mentions it's for farming that makes sense.
