Amped Wall bullets: Does it change bullet speed!?

Started playing rampart more recently. and there is one question that occurs: what is going on with amped bullets?! 

Does this change the bullet speed?! Whenever i shoot through an amped wall i suddendly have problems hitting the enemy at mid to semi-mid range with single shot weapons like G7, wingman, triple take, etc.

And I'm not the only one. I have this same issue seen multiple times happen to a bunch of streamers i watch. Something is going on there. either it changes the bullet speed or there is a bug and the shots disappear. Very weird.
