Can you report people for ratting from the start and not even playing?

Unfortanetly i cannot see how this would be against the rules :-/

imagine you can now even do it as a threestack dropping on a ratspot, minimize the game and play something else 🙂 tab back in 15 min later if your lucky circle ended on you and you wait a little more if not you just go again.
