Forgive my ignorance, but does a high ping player not have to deal with their enemies jumping around as well? I'm pretty tech savy, but am somewhat networking ignorant.
If a ping is how long it takes to send/receive data from the server, would it not work both ways?

Pretty much, with the way they tackled this issue, the player with highping is only moving around kinda slugish while the player viewing them sees them skipping around. I've played on a highping before and everything seems normal unless the action gets really intense, in which case the game kicks you.
The high ping player freezes in one spot (from the POV of the normal ping player) but if you shoot at that spot, the player is not actually there but in a different location, thus they appear to be skipping.

Crappy netcode is abused by high pingers that create that situation with lag switches, VPNs, or just playing in far away regions. Apex has the worst netcode of all competitive games. They split packets for incoming updates. Those with higher ping become harder to shoot while benefiting from the shooter advantage. It is bad enough when someone has a ping that is high but then Apex splits those packets for updates further delaying the updates while the play back portion of the netcode allows them to front load all damage on their targets. They take less damage due to missed updates and they get the full monty of most if not all of their damage hitting a target that is on a better connection where packets are updating faster and more consistently.
I despise high pingers. BFV has a huge issue with 150-300 pingers invading servers I get 12 ping on. BFV has much better netcode than Apex but it is still annoying.
This is really the only fault I have with Apex. It is a deal-breaker for me. Everything else about this game is acceptable or just great about it.- 6 years ago
When i was having very laggy gameplay, I'd either...
- be killed really quick
- kill people really quick
I even managed to down someone with an ironsight longbow without leading my shot or accounting for lag.
When i downed people my guns felt hyperpowered.

Recently came back to Apex after being quit since season 2.
- 7ms to frankfurt servers.
- Plat IV on 3rd day of new season (almost totally diamond pred lobby
What I notice is:
- Being hit out of nowhere* when peeking...
- Suspect: they peeked but for some reason this info is not relayed to me yet.
- People kill me with havoc even though I got out of LoS really fast and there simply wasn't time; I did not hear them firing before getting line of sight to get to full speed either.
- Suspect: they get to see me and start firing way before I get to see them for some reason.
- Door... I get hit through doors that are already clearly closed, repeatedly, got PKed through a closed door while already using a shield cell last game.
- People have laggy motion, its impossible to hit them, yes if you shoot where they are right then as they lag, sure you hit them, but that's not how tracking and prediction in general works.
Hit reg: Lots of hit reg issues, more than when I quit even!
Consistent hit reg issue that happens all the time at 7ms: some one gets knocked, then 5 or 6 r99 bullets or 2-4 hemlock shots will thud, splatter but not do damage on the downed guy.
What happens on USA servers at 100ms-110ms:
I am the one who hits everything first, wins every peek, just makes it to shoot the guys running trying to close doors, easily, all the time, I can feel my enemies don't react as soon as I expect! I always have the upper hand, everything is easy mode.
And that is just with 100ms or so!
- I firmly believe that my 7ms frankfurt server ping works against me putting me at a disadvantage even vs other locals who have error checking on and get 40-50ms.
- I have never come across a game where lower lag appears to gives you such a clear disadvantage.
- Now I only play foreign servers.
- Occasionally I feel like the game is really hard, then I realise I forgot to change server before boot up.
The issue is not going to be solved by ping kick etc: the ideal ping will be whatever the absolute maximum allowed ping is, 100ms vs 7ms is already a huge deal, and even 30ms vs 7ms makes a difference.

I just smashed a solo frankfurt lobby with preds. 14 kills 3k damage.
I am from India and my ping was 233 ms.
Ithe aim assist if I call it was working like a hack.
I took less damage and they were fried quickly.
P.s. my aim is pretty decent.
I wish I knew it before as I usually played on bahrain and Opposite used to happen, my bullets are slowed down and the enemies bulllets hit faster.
My ping on bahrain is 58-70.
