When they first announced the disruptor rounds I thought maybe it would be about 20% extra damage or something like that.
I love the Alternator and I think the buff they gave it made it a viable weapon late game, but I do feel like the disruptor rounds need to be reigned in even from 170% damage to something like 140%.
P2020 & Mozambique I think are fine as they are still pretty pants when using them against shields, you go up against someone with purple shields and you're gonna feel the pain.

The Disruptor Rounds Hop-Up lets the RE-45 and Alternator shine and put it in a spot that it's balanced close range gun fights.
They get countered pretty easily by other weapons like the R-99, havoc, devotion and shotguns.
For the Hammerpoint Rounds rounds, i think they are in a underused spot.
The Compatible weapons are rarely used and don't fit in the meta.
They are too weak to get used over other weapons but a small damage buff could change that.Positioning incorrectly or making a mistake could make the difference between winning a fight or losing on with one of these Hop-Ups
I think those weapons are a bit overestimated as players haven't adjusted to the new play styles that come with these changes.
