I know I suck, but.....
I have lost count of how many times this has happened and I just wondered if it's the exception or the rule. I will get the drop on someone and empty a clip of heavy into their back and they turn ar...

That does sound like extreme lag. Remember, what you see on screen may seem like real time but it's not - it's the game on your device prediciting what is likely to happen in the future based on events transmitted by the central game server. If you have a decent connection that gap is usually about one-fifth of a second. Unfortunately, the 'less good' your connection the greater that gap and the more likely those predictions are wrong. For example, your device is predicting where the enemy will be, where your bullets are hitting and the damage you are doing - however the central game server has a different idea and when the actual data is transmitted something else entirely has happened.
Try and play with the best connection possible, including wired not wireless internet. Sadly, Apex is notorious for its less-than-perfect servers. I have a pretty hot connection but I do get the errors you are describing occasionally, espeically during my first three or so games of the day. I had one occassion when I was running through the bunker on KC and I saw the tip of an enemy Revenant's head coming up the stairs towards me and I died. When I checked the death log he'd somehow hit me with 6 shots from a Havoc!
@EdwardDLuffyWired 1gb fiberlink. In my country I don't think you can get better than that. So we're back to the same conclusion, their potatoes servers don't work properly.
