@xXCibberUniqe2XxYou're a very low level and hardly opened any packs that much yet.
I have been playing this game for over a year. The packs I open actually give me something. Also, I purchase all 15 white common skins for every single legend that comes out to get rid of some of my common items. I'll do the same for Loba. This takes 450 crafts to do.
This week, Wattson got a new skin in the store. I wanted to get it. I had 530 Crafts, 2150 coins (coins was for season 5 battle pass). I needed 670 crafts then.
I get 21 Apex Packs. 2 Legendary Items from them (Hemlok and Charge Rifle my first Legendary Skins for those two weapons actually; My sentinel only weapon without a Legendary now). I only got 180 crafts from these 21 packs.
So I get the EA Access for $4.99 then get the 11,500 coins for $89.99 so I don't have to worry about buying anything for over 1 whole year (I plan to get Wattson Heirloom anyway if she gets one). I get 15 Apex Packs, now I have 10k coins left which is being saved.
In the 15 Packs, I get two more Legendary Items, 600 Legendary Crafts which was the 10th pack. Then a R-45 Legendary skin.
At the end of all this, I opened 36 Apex Packs total with 3600 coins. This put me at 1430 Crafts. I got 6 Legendary Items total then from this (4 Skins, + 1200 Crafts to Buy Wattson Required Skin + the Recolor Store Skin which counts as a Legendary).
I now only have 230 Crafts Materials.
Also, from the 36 packs I've opened. I got exactly 36 Blue Rare items from it. Now, there's only 245 Rare items in my current Loot Pool ignoring Loba's Rare Items because I don't know how many she has yet.
I hardly get Epic Items but I got 2 Purples. Wattson's last Banner Pose and a Gun Charm. On my account, there's only like 155 Epic Purple items left in my Pool ignoring Loba's Epics because again, I don't know how many she has.
Epic are the hardest to actually get in my current opinion. Legendaries are slightly easier once you invested a lot of time leveling up and then opening packs.
Remember, I spend 450 crafts getting rid of 15 common white skins for each of my legends.
Eventually, I'll get to the point where I'll get rid of all 15 common skins for every single weapon. Leaving only Voice Lines and Tracker Items as my only common items in the game but I'm not to that point yet. I will say this though, There's only 239 common White Items left in my Weapon Pool. That isn't bad at all. There's 23 weapons in this game and 23 * 15 = 345 Weapon Common items. Roughly 69% left for me to finish once I slowly get those out the loot pool.
Some people think it's a waste to spend your 30 crafts on common items but I think it's worth it. You'll get more crafts from Packs in the future if you get rid of your common items as quickly as possible.
Crafts from Common to Legendary in Packs are as follows 15/30/200/600.
Never purchase Blue Rare Items at 60 and Never Purchase Epic Items at 400. As for Legendary items, only spend 1200 crafts on something that you really, really like. I for example only purchased Legendary items for Wattson (Finisher, 2 Skins). My Wattson only missing one Legendary Skin now but I'll only get it if it ever gets another recolor skin on the store.

That's the luck of the draw...the nature of "surprise mechanics". Surprise! You got a bunch of stuff you don't want! lol!!!
Probably should have gotten a 5th Legendary though. As others have said, I think minimum you are guaranteed 1 per 30 packs. I don't recall that being an "average" either. So you open 10 more packs and get 2 Legendaries, that give you 6 for 160 packs which averages to better than 1 per 30. But again, I don't think that's how it works.
I've been playing Apex since day 1. I spent on Apex packs 3 times last year that I recall:
- During launch month I gave them $70 for packs. It was the money I was going to give Anthem, but we know how that turned out. I do recall getting a Legendary crafting drop that helped me craft Wraith's 722 Legendary, and I got Mirage's Angel City Hustler Legendary. But I was also opening apex packs while leveling, so I can't recall exactly how it played out.
- I opened $40 or so early in season 3. I remember being very pleased with this opening. I got The Lost One skin for Hemlock, a cool Legendary banner for Octane, and some good crafting metals. Highlight of the opening was the Flying Warhawk for Spitfire, a skin I had wanted since launch.
- I bought the Black Friday bundles which was over 100 packs for discount prices...really didn't get much I wanted here at all other than a lot of crafting metals. My Legendary drop rate was fine, but not stuff I liked. This is the one time I regretted buying packs and haven't bought packs since.
Overall, I think I'm at my saturation point as far as whether the packs will give me something I want. I'm good for skins. And with the added packs for ranks in the December update plus if I do a season pass, I see no reason to buy more.
