I highly doubt it, because it doesn't give an advantage if you play like that. If anything, it possibly does the opposite.
Though, I'm wondering how his framerate is that low on a 1050ti with those settings.does the opposite? not trying to be offensive here, but ARE YOU INSANE? playing the game like this gives you a huge advantage. you can easily target/spot enemies from a distance
Potato'ing the game doesn't suddenly increase your viewing distance. You have the exact same distance, it's just lower quality.
If it did, than changing any graphical setting could be considered the same. It's not like it gives everyone glow skins.Normally I would say no, however since it's completely removing foliage, you are able to spot enemies through trees which normally would obscure vision ,thus giving you an advantage. Any changes that give you an advantage over other players is against the Terms of service, which is a bannable offense.
That probably would give a small advantage,
but moreover, i'm assuming he did this
to try and get the game to run more
smoothly and higher FPS.
And if that's the case he failed horribly.
I currently run the game on 1600x900
4GB Texture streaming, high model detail
with other things turned down or off and the game
still looks great and I get an average FPS
of around 80-110.
that's with a FX-6300 and a RX 560 4GB.
But i don't think it's bannable as it is currently,
he's achieving this threw a Nvidia tool
and not modifying the game files directly.

Using 3rd party software to alter the game is against the End users Agreement

Technically what he's doing is force modifying the
videosettings.cfg through the Nvidia tool,
and not modifying the core game files
witch is what they are refering too.
You can modify the Videosettings file without
breaking there ToS and I believe that's exactly
what he's doing.
So i say again, unless they say changing
that file is against there ToS, he's most likely
safe from a ban.
