That hop-up has always looked like a noob trap to me. Whereas most hop-ups are an objective upgrade, shatter caps just offers a different firing style. It changes precise weapons into something slightly more like a shotgun however you still need to be pretty precise, and if any of the fragments miss you gain virtually nothing from using it. Too situational, and more likely to help if your aim is NOT quite on point.
The 30-30 repeater has a decent fire rate, reload speed, hipfire accuracy that it is already an effective close range weapon without the hop-up. Shatter caps does make the bocek more forgiving at close range, but that is the only 'kind-of' practical use I can think for it. Arrows that are split by shatter caps also become irretrievable so that is another minor drawback.
You CAN amplify the damage of shatter caps if you aim down sights with the 30-30 repeater but if you plan to be in range to land all pellets, you probably shouldn't be scoping.
