Let players choose items on the champion select screen

Let players choose between heat shields, ultimate accelerant and portable respawn beacon to start with, in the champion selection screen, instead of giving everyone 2 heat shields and let them switch...

@Alphabets When we go back to regular pubs I assume you wont start with anything. The only reason you start with heat shields now is because of the mode and the banner you can try for.
