Full PC squads shouldn't happen in that particular situation, you're right. I've seen one or two other mentions of this, but nothing concrete we can nail down.
If you happen to run into that situation again, are you able to grab a screenshot? If you're able to grab one with the spectator ID showing in the bottom corner that would be ideal, but otherwise the champion screen and what time you played that particular match will also help us dig into this. Thanks!
