Max Level Battlepass Badge In a season not played

Hello. I've noticed that when I click on my profile, and select a few different seasons in the right side such as season 6 or season 4, it shows me the max level badge?

Is this just a way to signify you haven't gotten a single level in that season? Or does it mean you haven't bought the battlepass that season?

It's just weird, since I have played 82 games in season 4, and 43 games In season 6.
And that should mean I've atleast gotten 1 level right?

I haven't gotten any skins from the season 4 or season 6. Not the badges they show me either.

I don't know it just confuses me.
