Mobile respawn beacons should be free to craft and permanent

@Bean2kay9 I can see servers getting crashed by the amount of called mobile respawn beacons, also you know very well how it can be abused to do farming so it's not a good idea to make it free.
honestly, it's not very difficult to get one when you actually need it that if you don't get one from the floor loot

    @maximas1986 I would be that player! You can even ask @Koochi-Q xD Maybe spawn with one? It seems like there's no in-between. Either find tons of them or none at all (same with the heat shields).
