Rank Reset Masters in Gold

Honestly, this is something that's bugging me.

I'm facing people with masters banners and 20bombs in silver and gold ranks. I'm facing 3 stacked masters players, in gold. What's going on? I thought they couldn't be dropping below plat/diamond. Why as a gold 4 are they in my lobby? I've had several as teamates, and a lot as enemies.

I typically get up to Plat 1-3 on a good season. Got up to Diamond 4 once way back when I was active like 3-5 seasons ago... But it makes no sense to have people who got up to masters, within the lat 2-3 seasons even, be in lobbies with players sub gold 4 like i've been seeing. ( I didn't even get out of gold last season because I was too busy to play)

Ive seen 20 bombs and masters banners/badges in as low as silver rank in competitive this season. Why is this a thing?!?
