Transferring progress from one account to another isn't something we can do, even if it's on the same platform. This is the same for any game of ours, not just Apex Legends.
While I can't really go into specifics on the technical reasons why, it's just not something we're equipped to do.

with this new update for season 7 is this still a thing or can i move my console gear to PC because my console is broken and i cant afford a new one

I'm sorry, but there is no cross-platform progression for Apex Legends. If you start playing on PC it would be with a fresh account. We don't have a way of moving your progress over from a console account, unfortunately.
