It notifies the xbox system that you rather not be associated with those ppl on that system, but it unfortunately doesn’t outright block them from your matchmaking due to that being in the hands of the game maker. I don’t even know if it even slightly less make it so you won’t get paired up.

I had the same thing (99% of the ppl I play with in Apex I block it seems) happen months ago. Blocked some ppl, loaded another game (think it was in december) around 4/5am (so slow hour), got into the same team as one. Instantly quit the game
