You need to obtain all 24 event pack items first, and then it can be bought for 3500 apex coins.

It can be looted by chance or from the pity timer from normal packs after the event ends, and it will be added to the loot table for normal packs. But we warned that receiving an heirloom set from normal packs will probably give one randomly chosen.

So if you don't have Wraith's heirloom set, you have only a 50% chance you will get the Bloodhound set.
