It's lag. The current game information has to travel from the server to everyone's PC/console. Data transfer technology is not 100% perfect but procedures are in place (such as checksums) to make sure that the data arrives at its destination identical to the state in which it left. Rememeber that data - no matter the form - is simply (when fully broken down) ones and zeroes.
Data is sent in packets. Often these packets do not reach their destination ('packet loss') so your PC/console has to request that there are sent again so the current game configuration can be ratified. This may take milliseconds but sometimes those milliseconds in FPSs are crucial, especially if a large number of packets have been lost.
If your connection is poor (even temporarily - for less than a second) then your system has to reconfigure any poor or interrupted data that it receives. With games it is even worse as you are sending data back at the same time, which can cause data mismatches. The most common form of this is rubber-banding where the data of your current position on the server does not match the data about your current position that your PC/console is sending. The code is constantly trying to work out where you currently 'are', so you find your position set back to where the server thinks you are, as opposed to where your PC/console thinks you are.
Most of the time lag is so small that you do not notice it but in FPSs games split seconds are crucial. In your posts it is clear that what the server says is happening to you (being shot multiple times) is not what your PC/console sasy is happening to you (being shot once). However, in terms of outcome the server wins.
All of us experience this and put up with it without yelling 'cheat!'. Yesterday I had a BH snipe me when there was clearly the edge of a building was in his line of sight. 37 ping 0 paclet loss
