The only time you "steal loot" is when you take something from a teammates deathbox when they can easily and safely be respawned nearby.

Ground loot is fair game.

Dead teammate loot during a dire situation is fair game.

I've had people entirely loot my attachments and weapons and leave me with trash after hiding for the majority of a fight and I've been killed,and there's been a respawn beacon less than 80m away...that's theft and infuriating to boot.
