The entire point was to allow for needing different attachments, different size ammo stacks, and forcing you to make tactical decisions about what you carry to the next ring.
All this would do is make the game EVEN MORE SO JUST A GAME OF HEAVY AMMO LEGENDS. Just a bad idea.
Let's extrapolate your idea to another unique ammo and attachments type - Shotguns.
Might as well have them use heavy or light ammo too, right? Cause, you know, they have the same ballistic profile, right?
Then it would be nothing but spitfires and peacekeepers, with some 240 reserve ammo for the final ring! Super fun! /s
The ammo types and attachments are a balancing factor. If anything else, part of the issue right NOW is that everyone is fighting over heavy ammo as is. We don't need to make that worse.
And frankly, I prefer my G-7 Stand-in (the longbow, it's not horrible on hip fire if you have to) to NOT take the same ammo the loot goblins I get paired with keep sucking up like a Hoover Vacuum with ADHD.

Agreeing with @Kyldenar, snipers should stay how they are and not affect the other ammo pools, and no removing charge rifle, our ground options will only be Longbow and Sentinel, as much as I like Longbow, Sentinel is garbage and you'll never convince me to pick it up.
